Governor Rogers,

The pirate ports are buzzing with rumors of Blackbeard's return. Some say he was never killed at all. Others say he's come back from Hell to have his vengeance. All agree that Blackbeard is in the Caribbean and recruiting new captains. Blackbeard's Ghosts, they are called.

I cannot claim to have seen the man myself, nor can vouch for the veracity of these rumors. If Blackbeard is alive, however, I thought that you should know.
